The ITS Human Services Cluster is undertaking a major infrastructure upgrade of the WRTS System, focusing on both hardware and software modernization. This includes installing new servers, upgrading database and application software, and implementing multiple instances of the WRTS database across distributed environments. The position involves active participation in system design, development, and enhancements using Oracle, COBOL, .NET, and Microsoft technologies.
Lead and support Oracle 11g (or higher) database administration including performance tuning, storage management, table/index design, and user management
Develop, optimize, and maintain PL/SQL code: functions, stored procedures, triggers, sequences, and packages
Install, configure, and maintain Micro Focus COBOL Runtime environments in both production and development settings
Perform .NET development (C#/CLS languages) using Visual Studio for WRTS-related applications
Design and implement Microsoft SQL Server (T-SQL/SSIS) solutions, including stored procedures, DDL/DML, and integration services
Provide unit and integration testing, documentation, and implementation of structured programming solutions
Mentor junior developers and provide technical guidance within a collaborative team environment
Participate in project coordination meetings, requirement analysis, and provide system and application design documentation
Candidates must meet all of the following requirements to be considered:
84+ months (7+ years) working directly with Oracle 11g or higher in an enterprise environment, including partitioned tables, indexes, and synonyms
84+ months PL/SQL development experience (Functions, Stored Procedures, Sequences, Table Design, and Tuning)
84+ months of hands-on experience installing and maintaining Micro Focus COBOL Runtime environments
84+ months Oracle DBA experience (Performance tuning, Storage, Table design, User Administration)
84+ months in C#/CLS development using Visual Studio
84+ months working with Microsoft T-SQL and SSIS, including development of stored procedures, functions, DDL/DML scripting.
Experience with large-scale government projects
Strong understanding of structured software development life cycles
Excellent communication and documentation skills
Prior experience mentoring or guiding other developers in a matrixed team
Experience working with multiple database instances across multiple servers.
This position supports the WRTS modernization effort – a critical system for the Human Services Cluster
Work may involve collaboration with multiple state agencies and vendors
Candidates may be required to attend onsite meetings and interviews at the client's discretion
