Description: State of South Carolina State Treasurer's OfficeSouth Carolina State Treasurers Office provides all banking and cash management functions for South Carolina State Government. 

The Office provides a fast paced work environment that is currently transitioning to more modern technologies, automating business processes, expanding presence over the Web and through the use of social media, implementing major projects, re-training employees and transforming the culture of the organization.

Responsibilities:-

Assist in updating/ creating customer outreach plans for the various programs administered by the agency

 

Collaborate with program managers, executive staff and other business partners to develop requirements, document user interface recommendations and development page/ site prototypes

Works closely with other IT groups (DTO and Mad Monkey) and, where possible, customers to define the system design and user interface based on customer needs and objectives

Lead the design, development and creation of Web applications that integrate agency marketing plans with modern system architecture to provide innovative approaches and exceptional end-user experiencesUtilize HTML and other authoring tools, and scripting languages as necessary to implement approved Web applicationsImplement evaluation processes to monitor and assess the usability of these Web applications over timeEnsure the applications comply with all platform, browser and mobile compatibility and basic usability issues

Develop approach to optimize search results and to expand access to agency Web applications to new audiencesUse web site analytical tools to monitor and continuously improve SEO approach

Provide training on SEO and web site analytics for employees of the State Treasurers OfficeCreate a SEO process/ plan to evaluate the effectiveness of that can be monitored and managed by agency personnel once the current engagement is completeDesign, develop and implement a strategic for expanding the use of social mediaBe 

knowledgeable of best-practices for building secure web applicationsBe knowledgeable of 508 regulations and how they are incorporated into the design of web applicationsAssist in implementing online applications, dashboard, electronic forms, etc. as appropriateRequired Skills:Demonstrated knowledge of Search engine Optimization tools and techniquesDemonstrated knowledge of Web site analytical toolsAbility to use Captivate, Photoshop and other design tools needed to enrich the agencys web siteExpert knowledge in use of social mediaExtensive knowledge in using programming languages such as Visual Basic, HTML, XML, Java, and ASPExperience in mass media and journalismExperience in marketing products and/or services via the InternetExperience in managing a web site for a medium or large organizationPreferred Skills:Knowledge of Umbraco Content Management SoftwareDevelopment and automation of dashboards, online applications, automated forms, etc.Excellent writing and communication skillsExperience in digital and social brandingExcellent skills in design, color coordination, etc.Experience in providing web site data on mobile devices
