This position provides leadership on philosophy, strategy, process, and implementation of recruiting, training and developing employees.
The Director of Human Resource Development will drive standardization/compliance within processes that meet legal requirements, are simple to execute, and are sustainable.
Strong collaboration with team members and business partners is essential for success.
Long term goals will include focusing on continually improving effective recruiting and training of employees. Effectiveness means efficiently hiring and developing employees with the skills, performance, productivity and quality of work to meet current and future needs.
The Director of Human Resource Development will also lead the development of employment policies and practices to support these same needs.
It is anticipated that the Director of Human Resource Development will build a department including a Training Manager, a Recruiting Manager, and Trainers.
Administrative support may be located within the department or shared with other functions.
The Director of Human Resource Development will be expected to utilize outside or contract resources for some aspects of training and recruiting. The Director of Human Resource Development will also work closely with managers and administrative support personnel throughout the company, providing guidance, support and resources for their hiring and employee development needs.

Essential Functions: Create, organize, and implement strategic recruitment plans and support initiatives to build the overall talent acquisition process and quality of hiring. Continually improve upon recruitment and placement policies, systems, and procedures, including strategies and selection techniques to identify, attract, and hire exceptional employees.
Ensure compliance with all local/federal government laws and regulations, including potential audits and updates. Establish and ensure appropriate use of metrics to gauge recruiting status including cost per hire, hiring cycle time, quality of hire, turnover, and competitive hiring measures. Develop and drive technology-based solutions that create efficiencies for the team Select, appoint, and manage third party vendors and agencies; manage supplier relationships; and ensure vendor performance metrics are appropriate.
Provide overall leadership for all those recruiting and training and act as a strong role model, providing mentorship and development for growth Partner with Marketing team to develop and implement a recruiting communications media plan (traditional and social media) to communicate the company as an employer of choice and highlight employer brand. Partner with functional leaders to identify skill gaps within the business and proactively build a training and development program and a rich pipeline of talent for current and future vacancies Other duties as assigned by the President.
Special knowledge, skills and abilities required:
Bachelor's degree in Business, HR, or a related discipline Knowledge/understanding of local and federal regulations relative to hiring and employment.
5-7 years of human resources experience within a manufacturing/technical services company Other management experience a plus Ability to emphasize quality over quantity A natural curiosity to learn, understand and problem solve; embrace continuous change; high level of stamina and resilience Excellent communication and decision-making skills Competence in all Microsoft Office applications, including Outlook, Word, Excel and PowerPoint Willingness and ability to travel as required to fulfill the needs of the position.
