Curam Software Development Manager

IBM Curam Social Management Platform COTS experience._ Experience implementing Medicaid Eligibility Systems (Medical Assistance) using CƒÂºram_ 4 years of experience as a CƒÂºram Developer Manager or Program Manager._ Oversee Web-based distributed systems Architecture and Design (i.e. Services Director or Program Manager Roles): Design, develop, and implement enterprise level web-based systems, enterprise defined in terms of system scope as well as number of users._ Software Project Lifecycle Management: Effectively implement and utilize modern Web-based software industry standards and best practices and participation in complete software lifecycle from analysis and design through testing and deployment._ Communicate with a broad mix of stakeholders involved in the information technology system replacement projects_ Proven experience overseeing a enterprise class Web applications in CƒÂºram utilizing the Health Care Reform aspects of the software._ Ability to assess current solution, solutions available through other State's efforts and develop the most cost effective and efficient plan._ _ Preferred Certifications:- None required. CƒÂºram preferred. Java 6 certification preferred._ _ 

Education: - Bachelors degree in a technical, business, or field. Masters degree preferred._ _

Experience working on Health Information Exchanges (HIE) and/or Electronic Health Records (EHR)

Medicaid operations experience._ Knowledge of healthcare and related insurance principles and processes._ Medicaid eligibility system/business operations experience._ Public sector and/or academic environment experience._ _ Description:- Department: The State of South Carolina - Clemson University_ _ The Member Management project team is a combination of Clemson Information Technology professionals and experienced consultants, and we are seeking individuals who are highly productive, very flexible, and can work effectively in an environment where ambiguity is common. _ _ This Development Manager position will be responsible for overseeing all the design and development effort including, but not limited to, system analysis, high-level architecture and design, modern software development, unit and implementation of complex web systems and service-oriented development effort utilizing Cƒram software._ _ This position requires experience with IBM Curam, Medicaid Eligibility system, java/.net as secondary and/or other modern object-oriented development, web application development, web service development, and distributed systems development. This position will work on one of the States most complex information technology projects as Clemson migrates the States existing mainframe Medicaid Systems to modern technology environments and platforms._ _ The state expects the software development manager to possess the understanding and oversight of the following technical skills:_ _ Application Servers: IBM WebSphere, JBoss Application Server._ Frameworks: IBM Cram._ BPM: BizAgi and familiarity with BPM concepts._ Rules Engine: Cram General rules engine knowledge._ ESB: Mule ESB, WS02._ Java: J2EE, Java Server Pages, Servlets, Tag libs, Enterprise Java Beans (EJB), JDBC, JNDI, JMS, JTA, JAXB. Web Services Toolkits (Axis 2)._ Protocols/Standards: HTTP, XML, DTD, XML Schema, WSDL, SOAP, RSS._ Certifications: Curam Certified a plus,_ Database: Oracle, Schema Design, ER Diagrams, Normalization, SQL Optimization, Data Migration._ Languages: Java, JavaScript, SQL, JQUERY._ Platforms: UNIX/OLE, Linux, Windows 7, Oracle._ Tools: Subversion, maven, git, ant._ Architecture: O/R Persistence Frameworks._ Integrated Development Environments: Eclipse, IntelliJ._ SDLC: Requirements Analysis, Iterative Waterfall_ _ SCOPE OF PROJECT:_ This project team develops and supports the framework functionality of the States Medicaid Eligibility & Enrollment Member Management (EEMMS) system. Clemson Universitys Medicaid Information Technology Services (MITS) team develops and operates systems on behalf of the States Department of Health and Human Services (SCDHHS). Clemsons MITS team will be responsible for the project management and oversight of this project._ _ 

Responsibilities: -

The Development Manager is responsible for successfully managing a team of Cram software developers who will be meeting various project deliverables. This manager will work with cross-functional teams, as well as project leadership and project managers and Business Analysts. 

The Development Manager will at times work with the South Carolina Department of Health and Human Services (SCDHHS)._ Core capabilities for a Development Manager include ensuring critical decisions are made in a dynamic environment. 

This includes core competencies and experience in the following areas such as: managing relationships, building relationships, project management, process control, process implementation, technology adoption, development operations, testing operations, release management, deployment management, staff planning, change management, documentation, presentation skills, and technology decisions.
