Business Analyst

Analyze and document business systems and processes by describing relevant factors including work flow processes, data input and output activities, descriptions of data elements, and overall program goals, objectives, and external considerations._ _ 

Work with business users and technical staff to elicit and gather requirements, and then analyze requirements and document requirements including functional specifications to ensure consistency and a common understanding across the stakeholder groups._ _ 

Gather, organize, and document preliminary analyses of information such as cost/benefits, advantages/disadvantages, feasibility studies, alternatives analyses, and project approaches. Function in the role of project lead as well as business analyst. 

As the project lead, develop the project scope and schedule, identify deliverables and tasks, provide effective communication to the stakeholders, identify and address risks, perform effective team building, provide effective quality management, and provide effective issue management. 

Manage the day-to-day activities of the entire project team, provide guidance and direction to the team members, effectively escalate and communicate issues to IT management when needed, and effectively seek guidance from IT management when needed._

Use simple tools, such as MS Visio diagrams, for presenting information to both business and technical audiences to establish common understanding across the project.

Address security requirements and concerns related to the system architecture and software architecture._ 

Facilitate and lead meetings to gather information and requirements, and present information, analyses, and recommendations.

Prepare status reports, and other summary or project reports as required or requested.

Communicate verbally and in writing with technical and non-technical stakeholders.

Provide general leadership and project leadership to a project team of 10 to 20 team members. Prepare a knowledge transfer plan, and execute an effective knowledge transfer._

Mentor and train junior and mid-level business analysts.

Mentor, train, and facilitate the effective use of various business analysis, project management, and quality control (testing) tools, techniques, and methodologies.

Prepare or facilitate/mentor the development of testing approaches, test plans, and test case scenarios to ensure effective and efficient quality control.

 Identify and clearly communicate and explain issues that need to be raised to IT management._

 Follow enterprise, cluster level, department level, and division level directives, best practices, standards, and methodologies, as appropriate or requested.

84 months experience as a Business Analyst working on software maintenance projects.

60 months experience with analysis and documentation of business systems or processes by describing relevant factors including work flow processes, data input and output activities, descriptions of data elements, and overall program goals, objectives, and external considerations, such as federal and state mandates._ _

 60 months of leading meetings and facilitating requirements sessions with business/program subject matter experts including functional requirements, non-functional requirements, and security requirements._ _ 60 months experience with process flow and system diagram development using tools such as MS Visio for use in requirements or technical documents._ 60 months direct experience working on writing deliverables, such as requirements, design, development, testing, data conversion, transition, and deployment plans._ 36 months experience as performing project activities such as development of project scopes and schedules, identification of deliverables and tasks, preparations of communications plans, risk identification and management, team building activities, quality management, and issue management.

36 months experience gathering, organizing, and documenting preliminary analyses of information such as alternatives analyses or project approaches.

36 months of experience managing the day-to-day activities of a project team of at least 10 team members.

36 months of experience preparing, facilitating, or mentoring the development of testing approaches, test plans, and test case scenarios.

24 months of experience preparing status reports, and other summary or project reports.

24 months of experience working with project sponsors, or executive stakeholders in terms of status reporting, issue resolution, project _ approaches, project scopes, feasibility studies, cost/benefit analyses, or risk management plans.

12 months of experience mentoring and training junior or mid-level business analysts.

12 month of experience mentoring, training, or facilitating the effective use of various business analysis, project management, and quality control (testing) tools, techniques, and methodologies._ _
