Job Description:NC Dept of Commerce, Division of Employment Security (DES) seeks to procure one contractor to fill a business application analyst role to design, document, and execute manual and regression testing of the new SCUBI application.
Currently, DES does not have business application analyst staff to support the analysis, design, documentation and execution of unit, integration, user acceptance testing, and parallel beta production testing of the new SCUBI application. In order to avoid falling behind with the SCUBI Project schedule dictated by the Consortium (with a go-live date of April 24, 2017), the State of North Carolinas Division of Employment Security (DES) seeks to procure one (1) contractor to fill a business application analyst role to design, document, and execute manual and regression testing of the new SCUBI application.
Expected Skills: Advance skills and knowledge in software application testing. Ability to work with subject matter experts and end-users to document current work tasks, identify unit and work process tests that need to be performed on the SCUBI application to determine correctness of the application processing, and ability of the application to support job task processes and procedures. This position requires a knowledge and skills in job and work processes and software application testing. Must be able to work without assistance, provide leadership to others, and able to work within complex and fast paced work efforts. Must have experience in testing with a state agency unemployment insurance benefits program. Knowledge of the SCUBI environment is a plus.

Knowledge of human factors principles for human-computer interface designKnowledge and skills in using VISIO to diagram processesKnowledge and skills in preparing job and work process testing script documentationKnowledge and skills in defect and bug tracking using one or more software industry bug tracking systems such as HP ALM, JIRA, JAMA, REMEDY etc.At least 5 years experience in design, documenting and testing software applications.Knowledge of state agency unemployment insurance benefit programsDesired skills: Strong organizational skills.Strong communication skillsExcellent analytical and problem solving skills.Understand impact of interface and systems design decisions on technology, information flow, and/or business processes.Responsibilities include:1. Learn and apply knowledge of DES work processes for legacy software applications systems2. Learn and apply knowledge of new SCUBI software application3. Work with DES staff to develop unit, integration, and user acceptance test scripts.5. Prepare MS Word, HP ALM, and Excel base test scripts.6. Manually execute test scripts for the SCUBI application, document test results, and analyze correctness of software system responses.7. Log, track and retest software defects and correction by developers.8. Prepare written test result summaries as appropriate..
